Minutes of The Rountons Parish Council Meeting
East Rounton Village Hall Monday 5 June 2006 at 7.30pm
Those present were Councillors D. Lawton, A. Simpson, C. Spencer, the Parish Clerk J. Byrom and one member of the public.
1 Apologies for Absence
Apologies were received from Councillors C. Hinton and A. Gaudie.
2 Minutes of the Meeting Held on Monday March 6 2006
The minutes, having been already circulated and read, were agreed by those
present and signed by the Chairman. Thanks were extended to Cllr A.
Simpson for preparing them in the absence of the Clerk.
3 Matters arising
A cheque had been received from the District Council for grass cutting and
this had been banked. Cllr Lawton bought teak oil for the seat on the
village green. Dr D Byrom was thanked for help in painting the seat. Mr T
Bell had been asked to find the price of kerbing for the Village Green.
4 Planning
Planning applications for the following have been approved by the District
Council: 1 Sunroom at 10 White House Wynd for Mr and Mrs G Thompson 2
Construction of an agricultural building and extension to existing silage
pit at Oxclose Farm for N S and B M Bellerby. 3 Listed Building Consent to
install a door into existing window opening at East Rounton Village Hall
for Mr T Huck. Rountons Parish Council had received notice of impending
enlargement to the Paint Ball business on the Picton Road although this is
technically not in the Rountons Parish. The Parish Council had received
complaints from some land-owners about restricted access for farm vehicles
which they feel will be exacerbated by increased car-parking if business
increases. Councillor Lawton in the meantime had written to the Parish
Clerk at Crathorne outlining the concerns voiced by members of the
Rountons Parish but as yet has received no reply. It was noted that the
application had been approved by the District Council. Revised plans for a
wall to be erected at Swan House have been submitted by the clients but
were objected to by the Parish Council. The District Council would require
a full planning application for this alteration which has not been
forthcoming.
5 Finance (Parish Council Insurance)
The end of year statement for Mazars will be prepared by Mr R Semain. The
£400 precept had been received. A bill for 5p for the Village Hall
had been received from the Arncliffe Estate. The renewal of the Parish
insurance was received from Allianz-Cornhill. Councillor Simpson queried
the amount for the East Rounton War Memorial(Should we be paying it ?)
Cllr Lawton agreed to write to the Bell family to see if it was covered on
their policy. {rior to this meeting, Cllr Hinton had suggested that we get
a quote from Hambleton District Council. This turned out to be more
competitive than Allianz-Cornhill and it was proposed and seconded that we
should proceed with HDC quote.
6 Correspondence
A letter from C E Electric UK had been received giving a dedicated phone
line to be used by Parish Councils in the event of a breakdown in supply.
This would provide up-to-the minute information and progress on
repair work.
7 AOB
Councillor Lawton had been in contact with Mandy Foster of the Highways
Agency with regards to the A19 crossing. The design of the bridge has
begun and it should take about 12 months for a report to be published. The
building of a bridge will go ahead only when a scheme outline has been
evaluated against other schemes. Councillor Lawton assured the meeting
that he will continue to pursue this matter. An advertisement for a new
Parish Clerk will be placed in the next Parish Gazette . Councillor
Spencer told the meeting that only the corners of the grass verges were
being cut and that visibility on some roads was not good. Cllr Lawton
agreed and thought that there had been less verge cutting this year and
that some of our roads were not in a good condition.
